Honda Has Walked Away From Its $15-Billion Canada EV Plant

Honda Canada has put its Alliston, Ontario electric vehicle plant on “indefinite suspension” - the company’s polite way of saying the project is dead for the time being, and possibly forever. The facility was supposed to produce 240,000 vehicles a year by 2028 and create 1,000 new jobs on top of the 4,200 already made.

Ottawa had promised to pony up $2.5 billion in tax credits. Ontario had committed the same value in direct and indirect support. Honda put up a US$2.7-billion loss Thursday, its first-ever full-year loss, with EV-related write-downs expected to reach US$16 billion across this year and last. The company is trying to blame Trump’s rollback of EV incentives, rocketing gas prices from the Iran war, and auto tariffs - which, even after being lowered to 15%, still hurt.

Honda had already paused the project once in 2025, blaming a “slowdown of the EV market.” This time the language is… more frank. For Canadians watching from abroad, the story is less about one factory and more about what happens to Canada’s industrial ambitions when its biggest trading partner keeps rewriting the rules.

Carney and Smith Shook Hands in Calgary. Alberta Gets Its Pipeline Proposal.

PM Mark Carney flew to Calgary on Friday to sign an energy collaboration deal with Alberta Premier Danielle Smith - a formal implementation agreement building on the memorandum of understanding the two governments signed last November. The headline promise in that MOU was a bitumen pipeline from Alberta to the BC coast carrying 300,000 to 400,000 barrels per day for Asian markets. Alberta has until July 1 to submit its proposal to Ottawa.

The new agreement locks in carbon pricing that climbs from $95 per tonne this year to $100 in 2027, then to $130 by 2040. In exchange, Alberta walks away from Canada's Clean Electricity Regulations - the federal rules that would have capped emissions from natural gas power generation starting in 2035. Alberta's grid runs predominantly on natural gas, and the province fought those rules hard.

The deal is a significant bet that Canada's energy future runs through Alberta's oilsands and out to Asian markets rather than south to a buyer who has spent the last year making trade unpredictable. Whether the pipeline proposal clears federal review after July 1 is the next piece to watch.

For now, Canada's two most powerful political figures managed to sign something in the same room - which, given the past year, qualifies as progress.

Canada Beat 39 Countries to Host the New NATO-Linked Defence Bank

Canada beat out 39 other countries to host the Defence, Security and Resilience Bank, a new multinational lender that is expected to channel low-cost financing into defence and security projects for NATO members and allies. The federal government announced the win on April 30, after negotiations wrapped up in Montréal the day before. About 3,500 jobs in defence finance, cybersecurity, and research should be coming along with the win.

Halifax, Toronto, Montreal, Vancouver, and the National Capital Region are all now publicly campaigning to host the headquarters. B.C.'s government has gone so far as to put out a press release titled "B.C. the best spot for global defence bank." All six of Canada's biggest banks have backed the bid, and Ottawa is expected to put in more than $1 billion.

The bank was first proposed in 2025 by Rob Murray, who built NATO's Defence Innovation Fund. JPMorgan, Deutsche Bank, ING and Commerzbank are among the international backers. National Defence Minister David McGuinty says the bank will help build "a resilient and responsive defence industrial base."

For a country routinely called a NATO laggard, it all seems like a noteworthy change. The Carney government's tilt to Europe is getting some muscle behind it (Voyageur 101).

Russian Media Wrote 67 Articles About Alberta in Four Months

Russian state-linked media wrote 67 articles about Alberta, Albertans, or "the fifty-first state" between December 24 and April 25. That's nearly five times what they wrote about Ontario. A new joint report from five Canadian research outfits says they aren't working alone. US right-wing influencers including Tucker Carlson, Steve Bannon, Benny Johnson and Tim Pool have been pushing separation or annexation narratives to audiences in the millions, and AI-generated content posing as Albertan voices has (so far) racked up more than 40 million YouTube views.

The report is called "Decision Making & National Unity Under Threat" and was put together by DisinfoWatch, the Global Centre for Democratic Resilience, the Canadian Digital Media Research Network, CASiLabs, and the Media Ecosystem Observatory.

The data side is grim too. A separatist organization called the Centurion Project got their hands on Elections Alberta's voter list through the Republican Party of Alberta, exposing 2.9 million voter records. Researchers had planted salted fake names in the list to try and trace the leak.

For Canadians watching national unity from a distance, this is the most detailed map so far of who is stoking the fire.

Canadians Have Stopped Going to the States. The Numbers Are Brutal.

A University of Toronto study tracking the movement of seven million cellphones a month found that Canadian visits to U.S. cities dropped by 42 per cent year-over-year, and that’s much more significant number than the border crossing data had been showing. Snowbird hotspots like Myrtle Beach and Yuma have lost more than 60 per cent of their Canadian visitors. In chart form, the researchers wrote, "two years of data looks like a heart monitor that shows several strong pulses before basically flat-lining."

The study - which looked at cellphone presence in more than 250 U.S. destinations between April 2024 and March 2026 - also found that the drop goes beyond tourists. Trade-related travel is falling too, with cities tied to Ontario manufacturing corridors showing big drops that pure tourism numbers miss. The bigger reduction when compared to official border stats suggests Canadians are visiting fewer locations and staying for less time even when they do cross.

Three cities saw Canadian visits climb - Gainesville, Cleveland, and Portland - by between 21 and 35 per cent. Researchers say they aren’t sure why. "Your guess is as good as mine," said U of T professor Karen Chapple.

For the millions of Canadians who have lived, worked, or spent winters in the U.S. for years, that flat line on the chart is doing a lot of talking.

Canada's Insolvency Filings Reached Their Worst Quarter Since 2009

Some 37,121 Canadians filed for insolvency in the first three months of 2026 - the highest quarterly consumer insolvency count since the 2009 “global” financial crisis. Then number is eight and a half per cent above where it was in the same period last year. British Columbia led the climb with a 16.2% increase, followed by Prince Edward Island at 15.3% and Ontario at 14.7%.

Insolvency trustee Doug Hoyes said most people are able to absorb a bad month or two, but something has changed. Trade wars, in addition to a literal war have been pushing energy costs up in a weakening job market - and all the factors are compounding. "A lot of people are now reaching the breaking point, they cannot do it," he said. The mix is also getting worse in Ontario and Alberta, where raw bankruptcies are growing faster than consumer proposals (the difference is that in a bankruptcy, assets are handed over immediately, so it’s an indication of a more dire predicament).

For Canadian expats with mortgages, investment properties, or family members who are still running businesses back home, this data will be received differently than it will be for people still inside the country. The stress isn't abstract when it's a family member calling from Vancouver, or a struggling rental property that's been underwater since the rate hikes began and has no indication of making a comeback.

Canada Drops $2 Million in Manila. The Asia Pivot Keeps Going.

Canada is putting $2 million into the Luzon Economic Corridor, a Philippines infrastructure project that started as a US-Japan-Philippines venture and this week added seven new partners. Canada is one of them. Also participating are South Korea, Australia, the UK and France.

Trade Minister Maninder Sidhu was in Manila this week, looking at possible investments in data centres, nuclear energy and logistics. He also said a Canada-Philippines free trade deal could be wrapped up "in the coming months."

It's another Asia move from a government that has spent two months trying to hitch Canada to anyone that isn't Washington. Carney has gone to Yerevan, pledged $500 billion for European-flavoured defence, and now Sidhu is in Manila working on a free trade agreement that wasn't on anyone's radar a year ago. Saskatchewan Has a Pension Plan. Any Canadian Can Join.

Canada has a pension plan that most Canadians have never heard of. The Saskatchewan Pension Plan started in 1986 for part-time workers and the self-employed. It now has more than $800 million in assets and more than 33,000 members, and it is open to any Canadian aged 18 to 71, with no provincial residency requirement.

Annual contribution caps came off in 2023, so contributions are now limited only by RRSP room. Fees stay under 1% (0.91% for the Balanced Fund, 0.89% for the Diversified Income Fund). The Balanced Fund mixes equities, infrastructure, real estate and bonds, and has returned 7.07% annualized in the past decade.

The trade-off is the "pension" part. Money is locked in until age 55, and withdrawals have a few rules attached, but for Canadians shopping for a low-fee retirement vehicle that isn't tied to a province, it might be worth checking out.

Carney Pledges $500 Billion for Defence as Canada Tilts to Europe

PM Mark Carney announced to a Toronto summit on Saturday that Canada will spend half a trillion dollars on defence and security over the next decade, the headline figure inside a deliberate move away from the United States.

Speaking at the Global Progress Action Summit, Carney said Canada is joining Security Action for Europe, the EU's defence procurement initiative, and that Ottawa will reward companies that produce, buy and build in Canada. "We need to build new trade relationships in order to move from reliance to resilience," he said. The diagnosis came into sharper relief a moment later when he followed with "As the U.S. changes dramatically its policies, many of our former strengths have become our vulnerabilities."

Carney left the door open to "fortress North America in selected sectors" but warned that Ottawa planned to "invest heavily in new markets" if that route fails. He also took a small dig at Trump's recent "freebies" comment, letting the audience know that Canada "did say thank you."

A Senate Bill Would Let Ottawa Seize Russian State Assets

Senator Donna Dasko's Bill S-214 cleared the Senate's foreign affairs committee last week and is now headed to the House of Commons. The bill would let federal cabinet take possession of foreign state assets held in Canada when that state has committed grave breaches of international law. Russia is the named target, and Foreign Affairs Minister Anita Anand's office has already endorsed "the intent."

About $185 million in Russian assets are frozen in Canada under existing sanctions. A separate $20 billion in Canadian-denominated Russian holdings is sitting with Euroclear, the Belgian clearinghouse where most ruble-and-bond business eventually settles. The World Bank figures that' Ukraine's reconstruction bill will be about US$588 billion, however, so even if Ottawa drained every Russian dollar inside the country, the gesture would be symbolic when measured against the cost of the rebuild.

Critics flag two risks. Canadian assets in Russia could face mirror-image confiscation in retaliation, and other authoritarian governments might decide that Canadian banks are not a wise place to invest their reserves.

Four Canadians Are Still on That Hantavirus Ship

Three people are dead and a ship carrying four Canadians is still anchored off the Canary Islands after an outbreak of the Andes strain of hantavirus ( that’s the only known version that spreads between humans) infected more than a dozen passengers aboard the MV Hondius polar expedition vessel.

The WHO said there were eight cases including the three deaths on Thursday - a Dutch couple and a German national. The four Canadians still aboard are reportedly asymptomatic, and the ship is expected to pull in to port at Tenerife on Sunday. Three other Canadians who disembarked from the ship earlier (two in Ontario, one in Quebec) are currently self-isolating in their homes.

At least a dozen countries are currently tracking passengers who dispersed before the outbreak came to light. A flight attendant on a KLM flight carrying an infected passenger has been admitted to hospital in Amsterdam. A British patient in South Africa has stabilized.

The WHO says that this is a "low" public health risk - hantavirus doesn't spread easily, and the cluster traces back to rodent exposure likely during shore excursions in Argentine Patagonia. The Andes strain can occasionally spread between close contacts, which is what makes this outbreak unusual and why the world is paying attention. Surely not a repeat of the covid drama, right?

Canada's Debt Bill Is $1,400 Per Canadian - and Going Up

The Canadian Taxpayers Federation this week put a number on Ottawa's borrowing habit and It's $1,400 per Canadian, per year, in interest payments only. The figure comes from the Parliamentary Budget Officer's latest assessment, which found that public debt charges will cost the federal government $58.7 billion this year - more than federal health transfers to the provinces, and more than the GST adds to the coffers each year.

The PBO also tried to show where this is heading. Each Canadian's share of debt-service costs will rise from $1,409 this year to $1,901 by 2030-31. Total federal debt per capita will go up from $33,592 to $38,295 over the same period. The debt-to-GDP ratio that PM Mark Carney promised to stabilize is on what the PBO called a "concerning upward track."

The CTF wants Carney to cut spending, saying his government is already $6 billion over budget six months after tabling the last one.

For Canadians abroad, the numbers may be received differently than for those paying rent in Vancouver - the expats are funding a government apparatus that most of them rarely interacts with, and the tab is going up regardless of where they call home.

47,000 Canadians Got Their CRA Accounts Hacked in 2020. Ottawa's Paying $8.7M.

Ottawa is paying $8.7 million to settle a class-action lawsuit over the 2020 hack of CRA accounts and other federal portals. A Federal Court judge signed off on the deal Tuesday.

Hackers got into more than 47,000 accounts in the summer of 2020 and used the information (including social insurance numbers, home addresses, bank account details, etc.) to apply for CERB and the Canadian Emergency Student Benefit in their victims' names.

The settlement was reached last December but only got the green light from Justice Richard Southcott this week. He called it 'fair, reasonable, and in the best interests of the class as a whole.' Some Canadians will get more than others. Anyone whose name was used to claim a benefit they never received, or whose direct deposit got redirected, is going to be getting the higher end of the payout.

Jet Fuel Shortages Are Now a 'Known Event' for Manulife. Buyers After May 5 Are on Their Own.

Manulife has now decided to that worldwide jet fuel shortages are a 'known event' under its trip cancellation and interruption insurance policies. As of May 5, any policy bought from that date will not pay out for delays or cancellations related to the shortage.

Anyone who bought a Manulife travel policy before May 5 may still be covered for misconnection or interruption benefits if the shortage delays their flight. Everyone insured from that date on is out of luck on jet-fuel-related claims.

The 'known event' label has a pattern this year. Manulife flagged the Middle East on February 28 and Cuba on February 10. Now jet fuel shortages have joined the list, after the BBC reported airlines warning UK travellers of cancellations and added surcharges in recent days. The fuel pinch is global, but the insurance window has closed for new buyers.

It’s never been more true that the large print giveth and the small print taketh away.

Louise Arbour Indicted Milošević and Now She'll Open Parliament.

Louise Arbour will be Canada's next Governor General. PM Mark Carney announced the pick on May 5, King Charles's approval has already been secured. She is expected to be sworn in during the month of June.

Arbour, 79, is the first GG to be appointed under King Charles's reign. She follows Mary Simon, the first Inuk Canadian to hold the role. Her résumé is unusual for the post. Chief prosecutor at the UN war crimes tribunals for the former Yugoslavia and Rwanda, where she indicted Slobodan Milošević and got the first conviction under the Genocide Convention. Then she was UN High Commissioner for Human Rights which was followed by a seat on the Supreme Court of Canada. Most recently, she ran the review of sexual misconduct in the Canadian Armed Forces.

Carney said that she is a "guardian of our constitutional order" who will "represent the best of Canada to Canadians and to the world." Bloc leader Yves-François Blanchet (no monarchist, to be sure), said he has "the utmost respect” for her.

Canada Booked Its First Trade Surplus in Six Months Thanks to Gold and Crude.

Canada was able to post a $1.8 billion merchandise trade surplus in March, the first since September 2025 and a welcome turn after February's $5.1 billion deficit.

Exports rose 8.5% to $72.8 billion. Imports fell 1.6% to $71 billion. Energy did most of the heavy lifting, rising 15.6% to their highest level since September 2022 on a crude oil price propped up by the Iran war (Voyageur 94). Gold and other precious metals also popped 37.7%, with much of that flow heading to the UK.

The US share of Canada's exports is now down to 66.7%, the lowest figure StatCan has on record. Exports to non-US countries hit a record high. Trade with the US still ran a $7.1 billion Canadian surplus, the largest since September.

The diversification away from Washington is showing up in the numbers, even if it's a small handful of commodities doing the work so far.

Canada's Trade Talks With the US Are Frozen. An Ontario Ad Was the Last Straw.

Negotiations to renew CUSMA - the continental free-trade deal - froze last fall after the Trump administration got angry about an Ontario government advertising campaign that quoted Ronald Reagan criticizing tariffs. They have not resumed.

This week, PM Mark Carney rejected characterizing Canada's energy and critical minerals as "leverage" in the talks. "Should we be further integrating our energy markets with the United States at a time they view that as leverage?" Carney asked in a Canadian Press interview on Friday. U.S. Trade Representative Jamieson Greer, meanwhile, had already told a group of visiting Canadian politicians in Washington that Ottawa shouldn't try to use energy as a bargaining chip at all.

Conservative Leader Pierre Poilievre has been pressing Carney to say what Canada's leverage actually is - if not energy and minerals. Carney says the question is really about mutual interest, not pressure tactics. "If it's not there, we have other options," he said.

The CUSMA review is due to start by this summer. Greer said the U.S. is unlikely to rubber-stamp the deal in July, which signals a longer negotiation ahead. For Canadians abroad whose savings, mortgages, and return plans are all priced in Canadian dollars, the shape of that deal matters a great deal.

Canada Is Fast-Tracking 33,000 Temp Workers to Permanent Residence

The federal government gave clearer details on Monday about who qualifies for the In-Canada Workers Initiative - the one-time pathway that will transition up to 33,000 temporary foreign workers to permanent residence in 2026 and 2027.

IRCC says it is pulling from existing application inventories, which means eligible workers do not need to do anything. The department will find them. To qualify, workers must have applied through the Provincial Nominee Program, Atlantic Immigration Program, Agri-Food Pilot, Caregiver Pilots, or a handful of community immigration pilots - and must have lived in a smaller Canadian community for at least two years. Major urban centres are excluded.

Between January and February, 3,600 workers already got permanent residence under this stream. The target is 20,000 by year-end, with the remaining 13,000 in 2027. The broader goal is to reduce Canada's temporary resident share to below 5% of the total population by the end of 2027.

For Canadians abroad with family members on temp permits in rural Nova Scotia, Alberta, or BC waiting years in a PR backlog, this is the news they have been hoping for.

Canada Crashed a Europeans-Only Club. Carney Pledged $270M While He Was There.

Canada became the first non-European country ever invited to the European Political Community summit on Monday, when PM Mark Carney addressed 48-plus world leaders in Yerevan, Armenia - and announced $270 million in new military aid for Ukraine.

The EPC was set up in 2022 after Russia's invasion and has met twice a year since, drawing EU members and their neighbors including the UK, Turkey, Norway and Serbia. Canada had never been in the room. Carney used his address to argue that the international order will be rebuilt, and that it will be rebuilt out of Europe - a pretty deliberate signal about where Ottawa is orienting itself given Washington's current behavior.

On Ukraine, the $270M brings Canada's total since the invasion to $25.8 billion. The money goes toward items from a NATO procurement list. Carney met with Zelensky on the sidelines and told reporters the contribution is "part of a bigger puzzle in a conflict where Ukraine is gaining some advantage."

One in Four New Hampshire Residents May Already Be Canadian Citizens

Between 1840 and 1930, roughly 900,000 French Canadians left Quebec for New England's mill towns. Many landed in New Hampshire. By 1910, 38% of Manchester's population was French-Canadian. Their descendants, now four or five generations removed from those textile factories, can all apply for a Canadian passport today.

That's the implication of Bill C-3, which took effect December 15 and removed the generational limit on inheriting Canadian citizenship. Anyone born before that date who can trace a single Canadian ancestor - no matter how many generations back - is legally recognized as a Canadian citizen by descent. CIC News ran an analysis this weekend showing that New Hampshire, with an estimated 25-30% Canadian ancestry, sits near the top of the eligibility list, neck-and-neck with Vermont.

Applications for citizenship certificates (the proof-of-citizenship step that comes before a passport) have been running about 10 months to process, based on current volumes. Quebec's national archive, the BAnQ, has digitized many of the Catholic Church baptismal and marriage records that applicants need to prove their lineage.

The mill towns have been empty for decades, but the family trees they planted are still bearing fruit.

Canada's Expensive Homeowners Are Defaulting Faster Than Anyone Else

Brampton has the highest mortgage delinquency rate of the larger Canadian cities, and it's not really a close contest. Equifax data puts the delinquency rate there at 0.6 percent in Q4 2025 - more than double the national rate of 0.26 percent, and ten times the 0.06 percent it tallied in 2019. Higher borrowing costs, falling home prices, and rising job losses all hit the same market at the same time.

The stranger story is who's falling behind. Historically, small mortgages carry the highest default risk. That's flipped. Mortgages of $850,000 or more are now delinquent at 0.55 percent - more than double the rate on loans under $200,000. Analysts call this a risk inversion, and it's the kind of signal that tends to precede something larger. When the safety nets are all concentrated in the segment that turns out to be cracking, the system can get caught off guard.

Brokers in Brampton say the people in trouble bought at peak prices in 2021 and 2022 - homes that nearly doubled in price, then fell 30 percent - and are now renewing at higher rates with no equity cushion to fall back on. Canada's banking regulator flagged rising delinquencies and upcoming renewals as risks to the financial system earlier this year.

Mortgage rates have climbed again since the Middle East war broke out and oil hit record highs. If the Bank of Canada raises rates later this year as some economists expect, the renewal pressure gets worse.

Canada Has Been Trading With Itself the Hard Way. There's a Push to Fix That.

A beer brewed in New Brunswick has historically faced more barriers getting to Alberta than one shipped from Belgium. That particular absurdity is finally getting serious political attention. The Bank of Canada's governor Tiff Macklem said this week he was "encouraged" by Ottawa's moves to diversify the economy - and pointed to stripping out interprovincial trade barriers as one of the biggest unlocked opportunities Canada has.

The Canadian Chamber of Commerce appeared before a parliamentary committee last week making the same case. The IMF put a number on it in January - eliminating policy-related internal trade barriers could raise Canada's real GDP by roughly 7 percent over the long run. For a country that's just realized how exposed it was to US-only trade, removing internal walls is the version of diversification it can actually control.

US tariffs and the trade war have forced Canada to think harder about what it can do without Washington's cooperation. Building a more integrated domestic economy is one answer - and for once, the political will from Ottawa and most premiers seems to be there.

For Canadians keeping an eye on whether to come back, a more economically unified country is a better one. Whether the federal system can deliver on the political will is the part nobody has solved yet.

Oil Broke $126 This Morning. The Strait Still Has No End Date.

Brent crude briefly blew past $126 a barrel Thursday morning - its highest since the early days of Russia's Ukraine invasion in March 2022 - as U.S.-Iran talks collapsed and President Trump reportedly signed off on plans for fresh military strikes. Before the war started in late February, Brent was sitting around $70.

The Strait of Hormuz, which carries about 20 per cent of the world's oil and gas, has been almost entirely shut since February 28 when the U.S. and Israel began bombing Iran. A ceasefire landed on April 8, but Iran is still blocking the strait in retaliation for an American naval blockade on Iranian shipping. Neither side appears to be in any hurry to back down. Eurozone inflation climbed to 3 per cent in April from 2.6 per cent in March, with energy prices up nearly 11 per cent driving most of that jump.

For Canadians abroad, the math depends a lot on where you live. European costs keep climbing. Some countries are more exposed to Middle East energy flows than others. Back home, Canadian oil sands production runs through pipelines rather than tankers, so Hormuz barely dents domestic supply - but it does turbocharge government revenues, which is partly how Carney's spring budget came in with a much smaller deficit than forecast (Voyageur 92).

The last time traders were forced to absorb a $126 oil shock, the world was still digesting what Russia's war meant. This time, no one seems to know how long the stalemate lasts.

As of today, April 30, IRCC has bumped processing fees across every permanent residence category. Express Entry applicants are looking at $990 per person instead of $950. The Right of Permanent Residence Fee - the one that applies to most PR categories and can be deferred until later in the process - went from $575 to $600.

Family sponsorship saw the steepest percentage climb at roughly 6 per cent, with the sponsored principal applicant fee going from $545 to $570. Business class applicants took the biggest dollar hit, up to $1,895 from $1,810. Dependent children and protected persons saw smaller bumps, closer to 4 per cent.

If you applied online before today, you are locked in at the old rate. If you deferred your RPRF payment and haven't paid it yet, you owe $600 - even if you submitted the rest of your application at the old rate. That one catches people off guard.

For Canadians abroad who are either planning to return, sponsoring a spouse or partner, or helping family members come over, this is a modest increase rather than a dramatic one. A family of four going through Express Entry and their RPRF payments is looking at roughly an extra $130-170 more than they would have paid yesterday. Not catastrophic - but worth knowing.

The Bank of Canada Is Sitting on Its Hands Again. Gas Is the Reason.

The Bank of Canada held its overnight rate at 2.25 percent on Wednesday - the fourth straight time it has decided to do nothing. Governor Tiff Macklem says the Middle East oil shock is the reason to remain cautious. Gas prices climbed 21 percent in the month of March, (that’s the biggest one-month jump on record), in a move that’s pushing annual inflation up to 2.4 percent from 1.8 percent.

The Bank says it will "look through" the energy spike for now, treating it as a temporary price shock instead of a sign that the entire economy is heating up. The logic makes sense in theory because Canada is also an oil exporter. Because of that, it has more cushion than Britain or the EU, where the BoC's counterparts are facing the same inflation problem with none of the revenue upside.

For Canadians tracking their finances back home - whether that's a mortgage renewing, an RRSP, or just what their CAD will get them when they wire money - the indication is that rates are going nowhere fast. The Bank has held at 2.25 percent since January, and with oil still elevated and trade uncertainty lingering, another hold is the path of least resistance.

Adopted Abroad? Getting Your Kid a Passport is Now Less Painful.

The rules for internationally adopted children have been updated this week and adopted persons living abroad can now apply directly for a full-validity passport using their electronic citizenship certificate. This allows them to skip the old two-step process that required a limited-validity passport first.

The change was published by IRCC on April 24 and came into effect immediately. Before this, families who got an e-certificate abroad were still required to apply for a limited-validity passport, travel to Canada to establish residency, and only then were they allowed to apply for a “real” passport. It was a bureaucratic hoop that created little more than headaches for adoptive families navigating an emotionally exhausting process.

Now, once an adopted child has a citizenship e-certificate in hand - whether they are under 16 (in which case the adoptive parent fills out the form) or 16 and older (when the child will apply themselves) - the family can go straight to a full five-year passport. Paper certificate holders still need the old process, but anyone who got an e-certificate can ask for a switch to digital before their paper version is issued.

Canada's Spring Budget Landed and the Deficit Is a Fraction of What Was Forecast.

Finance Minister François-Philippe Champagne tabled Canada's spring economic update on Tuesday, and the headline number surprised almost everyone. The government ran a deficit of $25.5 billion between April 2025 and February 2026 - well under the $78.3 billion projected in November's budget, with one month still to account for. Higher oil revenues from the Iran war and what the government called tighter spending discipline were credited with the improvement.

The update also formalized Carney's Canada Strong Fund, a new sovereign wealth fund seeded with $25 billion. The pitch is unusually direct for a government program - Canadians will be able to buy into it through a retail investment product, earning dividends alongside the private sector and international partners. Carney described it as "a people's fund" for nation-building projects in energy, critical minerals, agriculture, and infrastructure.

For Canadians abroad, the fiscal situation matters in ways that don't always make the headlines. Benefits show up as a stronger balance sheet affects the dollar, borrowing costs, and eventually the returns on any Canadian savings or investments you're still holding. Americans Are Applying for Canadian Citizenship in Droves. The Wait Is Already 10 Months.

Last year, Americans set a record for Irish citizenship applications - 18,910 of them, up 63% from the year before. Impressive. But Irish law mostly limits citizenship by descent to people with a parent or grandparent born in Ireland. Canada's Bill C-3, passed in December 2025, removed that kind of restriction entirely. Now anyone who can trace any Canadian ancestor - no matter how many generations back - is able to claim citizenship by descent.

An estimated 900,000 French Canadians settled in the northeastern United States between 1840 and 1930. Today's descendants all qualify. Google Trends data shows American searches for "Canadian citizenship by descent" running at more than three times the volume of searches for the Irish equivalent. The processing time for a certificate of citizenship has doubled to 10 months, and demand is still on the rise.

Quebec Premier's First Foreign Trip Is to DC

Christine Fréchette, sworn in as Quebec premier two weeks ago, is in Washington this week for her first official foreign mission. Her flight left Sunday.

There is some urgency to her choice, as the United States is the recipient of almost three quarters of Quebec's exports ($91.2 billion in 2024 - mostly aerospace parts & engines, aluminum, gold and silver). Trump's tariffs have hit those sectors directly, and the clock is ticking on the CUSMA renegotiation which begins July 1.

Fréchette is meeting with Canada's US ambassador Mark Wiseman, sitting down with American and Canadian business associations, and is expected to meet with a handful of congressional contacts. She had a private meeting with PM Mark Carney on Parliament Hill on April 17 before leaving.

Fréchette won the CAQ leadership on April 12 with 57.9 percent of the vote, after François Legault stepped down. She's a former economic development director and Quebec's previous economy minister, so the trade file is her home turf.

BC’s Shut Its Grad and Tech Doors to Permanent Residency

British Columbia has shut down most of its pathways to permanent residency for international graduates, tech workers, and entry-level employees. Untouched (so far) is healthcare and the trades.

The provincial nominee program (BCPNP) cancelled three planned student streams (Bachelor's, Master's, Doctorate) before they launched. The Entry-Level and Semi-Skilled stream is closed, taking tourism, hospitality, and food processing workers with it. International Graduate streams closed last year. The Priority Tech Occupations targeted draws ran their last round in December 2024 and never came back.

What remains is the Health Authority stream, a list of 31 healthcare occupations (now including veterinary care), nine construction trades, and an Entrepreneur path. The province has promised that 35 percent of all nominations will go to candidates working outside Greater Vancouver.

It’s not all Victoria’s doing, however; the squeeze is partly federal. Ottawa allocated BC just 5,254 nominations for 2026, a fraction of the 9,000 the province requested.

Canada's Wildfire Bill Arrived. It's $500 Million, and Climbing.

Last spring in Manitoba, fires blazed over 2.3 million hectares, forced more than 33,000 people out of their homes, and killed two people. The province has now totaled the cost, and it ain’t pretty.

An analysis by The Narwhal and the Winnipeg Free Press found at least $500 million in expenses directly tied to the fires including evacuations, emergency response, damaged infrastructure, shuttered businesses, and torched homes. The Manitoba government spent $375 million on emergency wildfire spending alone - seven times what it had budgeted, and more than the combined operating budgets of its entire Environment and Natural Resources departments.

The government's 2026 budget risk outlook advises that if similar conditions persist, the province is aLao going to suffer additional risks to employment, tourism, agriculture, and the overall economy. Manitoba's emergency contingency budget for this year remains unchanged at $50 million.

For anyone that still holds property back in Canada, the tab is already showing up in other forms. Globe and Mail data published today show home insurance quotes are up more than a fifth in parts of Ontario since 2024 - some cities up 26 per cent - as insurers reprice flood and wildfire risk across the country.

Canada Extended the Gaza Safe-Passage Window to 2028

IRCC signed an extension on April 20 that took effect today, giving Palestinian nationals who hold an approved Canadian visitor visa under the Gaza emergency measures until March 31, 2028, to make the trip.

The policy - first introduced in December 2023 - waives two standard entry requirements for eligible TRV holders: they no longer have to prove they'll leave Canada at the end of their stay, and they don't have to meet the usual financial sufficiency test at the border. Every other admissibility requirement remains in effect.

The application window has been closed for some time. Parts 1 and 2 of the policy capped at 5,000 applications and have since expired. This extension only covers Part 3, which is the right to arrive in Canada once approved. The previous entry window ran out yesterday (April 23). The new one is going to run nearly two years longer than the last.

Ottawa choosing to open the window for that long is an indication about how much longer it expects the path home to Gaza to stay shut. Approved applicants who haven't been able to travel yet now have until early 2028.

Canada Might Fast-Track the Express Entry Changes That Benefit High Earners

The Express Entry overhaul Canada announced earlier this month is supposed to take 12 to 18 months to fully land, but one piece might arrive much sooner.

At an April 21 webinar for immigration lawyers, a high-ranking IRCC official said the High Wage Occupation factor - which would award extra CRS points to candidates with a job offer or Canadian work experience in a role paying above the national median hourly wage - might get fast-tracked ahead of the full program merge. IRCC wants to use it to speed up Canada's talent attraction strategy, and Ministerial marching orders can move faster than full regulatory changes.

The rest of the overhaul is still coming (Voyageur 79): the Federal Skilled Worker Program and Canadian Experience Class fold into one unified class, age points stay the same, and trade skills get tiered points - full Red Seal licensure earns more than apprenticeship status. Studies-in-Canada points may survive in a reduced form, limited to higher education only. Candidates in the pool when the changes kick in will have their CRS scores recalculated.

If you have a competitive profile and a high-wage Canadian job offer, the wait might not be 18 months after all.

Americans Are Finally Paying Attention to Canada. The Feeling Is Mixed.

When NDP MP Leah Gazan used the acronym (take a deep breath) "MMIWG2SLGBTQQIA+" at an Ottawa news conference earlier this month, she probably thought she was talking to a small domestic audience. Within hours, Elon Musk and Ted Cruz were dunking on it across the MAGAsphere, and Fox News had run multiple segments.

The old truism - that Americans neither know nor care about Canadian politics - is fading fast. The trucker convoy in 2022 first hooked MAGA's attention, and according to McGill's Media Ecosystem Observatory, that interest never faded completely. Canadian moments that can be weaponized - Indigenous issues, assisted dying, vaccine policy - are now getting picked up and amplified almost instantly. Even U.S. Commerce Secretary Howard Lutnick was going on about Canada last week.

Canada is being treated as something between a blue state and a foreign adversary, which makes it a useful foil for right-wing American politicians. "They look at us as a blue state in many ways," former RCMP intelligence manager Patrick Lennox told CBC. "We get the same treatment as Gavin Newsom does in California."

For Canadians living in the U.S., this change is something to navigate at dinner parties, in offices, and in comment sections - every day.

Someone Is Paying for Millions of Fake Videos Pushing Alberta Into the US

Twenty YouTube channels. Forty million views in the past year. Titles like "Danielle Smith Just ANNOUNCED the Biggest Separation in Canadian History" and "Alberta Just GOT BACKED By The US! 51ST-52ND STATEHOOD INCOMING!" A new report from the Canadian Digital Media Research Network has mapped what it calls a coordinated network of “inauthentic” channels flooding Albertans with AI-slop videos pushing for separation - and nobody knows who is paying for it.

The researchers couldn't pin down the origin, but they found the channels share the same template and what they describe as matching "digital fingerprints." The only human they identified is a Pennsylvania-based voice actor. City names like Regina get mispronounced. The voiceovers mix AI-generated speech with clipped news footage. The report calls it "slopaganda" - low-quality, mass-produced political content designed to appear like it’s grassroots.

The Alberta Prosperity Project, an actual separatist group, says the story is overblown. CEO Mitch Sylvestre told CBC he'd never heard of any of those channels before being contacted by journalists, and that foreign interference in the Alberta debate is "a fairy tale."

For Canadians watching from abroad, the part that sticks is that there are 40 million views of videos pushing Alberta and Saskatchewan toward American statehood, and the people running Canada's real separatist movement say they weren’t even aware they existed.

Carney Assembled a 24-Person Bench for the US Trade Fight

PM Mark Carney named a 24-person Canada-US advisory council on Tuesday, replacing the 19-person panel Trudeau put together when the tariff threats began in early 2025. The new roster is notably bipartisan - former Conservative leader Erin O'Toole, ex-cabinet minister Lisa Raitt, former UK envoy Ralph Goodale, and Nunavut's former premier P.J. Akeeagok are among the names, alongside Bank of Montreal CEO Darryl White and Canadian Chamber of Commerce president Candace Laing.

O'Toole says he took some convincing. He told reporters he called Pierre Poilievre first to make sure he wasn't about to be used as a wedge, and pushed Janice Charette - Carney's chief US negotiator - for assurances the council would actually do policy work and not just pose for photos. Charette is a former Privy Council clerk. By most accounts, she is not someone who simply poses for photos.

CUSMA - the Canada-US-Mexico trade agreement (once upon a time, NAFTA)- and its first formal review this year, and the Americans have reportedly been demanding concessions before Ottawa even sits at the table. A bipartisan advisory council won’t change the math on tariffs, but it does make it harder for Washington to frame the dispute as Canada's government fighting its own business community.

Whether a 24-person council moves the needle is another question altogether.

A Canadian Tourist Is Dead at Teotihuacan. Thirteen Others Were Wounded.

A gunman shot and killed a Canadian woman at the Teotihuacan pyramids outside Mexico City on Monday, wounded a second Canadian, and injured at least eleven others before killing himself. The site - one of Mexico's most visited tourist destinations - was swarming with visitors when the shooter opened fire from the top of one of the pyramids.

Mexico State prosecutors said the gunman was one Julio Cesar Jasso Ramirez, a Mexican national. The name of the Canadian killed was not released. The injured Canadian, Felicia Lee, 26, was treated at a local hospital along with tourists from Colombia, the Netherlands, the United States, Brazil, and Russia.

Witnesses said there was a sudden burst of screaming, then a rush of tourists scrambling down the steep pyramid steps. "My tour guide just looked at me and said, 'run,'" said Daniel Edwards, a Windsor, Ontario man who had been at the top of the same pyramid shortly before the shooting. A Vancouver visitor at another part of the site said a vendor warned her group and they ran out to the parking lot.

Foreign Affairs Minister Anita Anand said consular officials had been in touch with the Canadian families. Canada's ambassador to Mexico also shared his condolences. For the roughly one and a half million Canadians who visit Mexico each year, Monday's events at one of the country's most famous sites will be hard to forget.

Carney Put a War of 1812 General on His Desk. The Message Was Not Subtle.

PM Mark Carney revealed over the weekend that a figurine of Sir Isaac Brock sits on his desk at 80 Wellington St., a gift from comedian Mike Myers on the day they filmed their "elbows up" campaign video. Carney said he looks at it every morning.

Brock is not a random piece of decor. He's the British-Canadian general who repelled the American invasion in 1812 - uniting English, French, and Indigenous forces to bring a stop to what Thomas Jefferson famously (and wrongly) predicted would be "a mere matter of marching." Having Brock in the Prime Minister's Office, a senior government official told CBC, is a purposeful signal that Canadians have challenged the Americans before "and we can do it again."

The video was an uncharacteristically forthright message to Washington, in which Carney said Canada's close ties to the U.S. had become "weaknesses we must correct." Conservative Leader Pierre Poilievre mocked the figurine and said Carney was "pushing fear." Canadian historians reckon the choice of Brock is about as warlike a symbol as a Canadian prime minister can reasonably deploy.

Watching the prime minister reach back two centuries to frame today’s fight with Washington is an indication that the mood in Ottawa has bit more hair on it than the usual trade disputes might normally sport.

Air Canada Is Grounding Six Routes. Jet Fuel Did What the Trade War Couldn't.

Air Canada is pulling the plug on six routes starting in June, including daily flights from Toronto and Montreal to New York's JFK. The suspension will be in effect until late October at the earliest, with one route - Salt Lake City to Toronto - not expected to come back until 2027.

The culprit is jet fuel. Prices have roughly doubled since the Iran conflict started, climbing from about US$2.50 a gallon to US$4.32. That's enough to turn marginally profitable routes into money pits. Fort McMurray to Vancouver, Yellowknife to Toronto, and a planned Guadalajara-Montreal route are also toast. All told, it's about one per cent of Air Canada's total capacity - small on paper, but if you're a Canadian in New York or Salt Lake who flies home regularly, this news will not be sparking any joy.

Air Canada still runs 34 daily flights from six Canadian cities to LaGuardia and Newark, so JFK passengers have options. But the broader picture is grim. The IEA's Fatih Birol says that Europe has about six weeks of jet fuel left, and Delta is looking at US$2 billion in extra fuel costs this quarter alone. Lufthansa and KLM have started trimming their own networks.

If the Strait of Hormuz doesn't reopen soon, this is the beginning, not the end.

Canada and South America Are Racing Toward a Trade Deal. It Could Be Signed by Fall.

Eight years of on-and-off negotiations with Mercosur are suddenly moving at speed. Brazil's director for extra-regional negotiations, Paula Barboza, said this weekend that a free-trade deal between Canada and the South American bloc is on track to be signed by September or October.

Mercosur is Argentina, Bolivia, Brazil, Paraguay, and Uruguay - 282 million people and a combined GDP north of US$3 trillion. Canada already trades about C$15.8 billion a year with the group, but Canadian exporters face tariffs as high as 35 per cent on everything from auto parts to aluminum. A deal would cut those barriers in sectors including machinery, forestry stuffs, pharmaceuticals, and chemicals.

With US tariffs making life unpredictable for Canadian businesses, Ottawa has been shopping for new partners. The EU signed its own Mercosur deal in December, and it’s clear that Canada doesn't want to be locked out while everyone else walks in.

Not everyone’s thrilled though; the Canadian Federation of Agriculture has some reservations about competing with Mercosur's lower production costs and looser (some might even say “lax”) environmental rules. Fair concern. But for Canadians running businesses abroad or eyeing markets beyond the US, this is probably the biggest trade opportunity since CETA. Stay tuned.
